Economic benefits: This rubber dam is built on the spillway, and reconstructed the original wooden shutter to easily operation and managed HED. The main purpose of the project is used for retaining water in the dry season, raising the water level in the upstream of the HED about 2m, increasing water storage about 600 000 m3 and irrigated areas about 96 777 acre, ensure the reliability of irrigation about 10 % higher, and increasing food production and which improve the economic benefit for local residents about 10 000 000 USD. On the other hand, HED doesn't affect discharging water in flood season, and ensure the safety of residents and personal property in upstream and downstream.
